In a lot of small American cities, zoning exists only as a PDF and finding out who owns a lot means a trip to the courthouse. Most of the data to fix that already exists; nobody has ever assembled it for a town this size.

The fixed fee is the point. A small city cannot sign an open-ended contract, so the price is set before the work starts.
